A character originating from the old version of Bittersweet Candy Bowl, Bill was the resident bully who was meant to be a more prominent character.[4] In the modern version of the comic, however, his acts of meanness are in smaller doses - candy-corn sized doses, if you will - when he poisons Mike with sleeping pills in Mischief Night. He is a student at Roseville High School, and was most recently seen losing to Lucy in a dodgeball game in Unspoken Rule.

His notable traits are his ears, which point upward to resemble devil horns.

He holds a significant level of disdain for his students, in particular David, whom he has to keep from maiming Spotted Teacher in Field Day.[32] He is very direct with his students; when he explains the new features of the pool in Carry On and the reasoning behind it, he says point blank that "the school doesn't want to pay a cent for any idiotic behavior."[33] That level of directness never fades, as he tells the students he won't miss them "at all" and a hope that the high school gym teacher would be able to beat them in Farewell, Middle School.[34]
