Lucy
In the beginning of the comic, Paulo was a bit of a menace to Lucy. Most of their interactions can be seen as Paulo harassing her, often inappropriately. More often than not, this would land him as the victim of many well deserved cartoonish thrashings.
It is revealed that Paulo was Lucy's first crush, back in fifth grade. Unfortunately for Paulo, his own crush on Lucy left him too insecure to talk to him. This inspired him to take advice from a high school "player" on how to hit on girls in order to talk to Lucy. She was not a fan of this obnoxious newfound personality Paulo developed.
Mike
In the beginning, Paulo was incredibly antagonistic towards Mike, not taking him seriously and constantly picking on him. He is even seen being jealous of Mike because of how close he was to Lucy. Paulo has saved Mike's life before, back when the two were playing by a river and Mike fell in.
Later on, Paulo and Mike would start becoming closer friends. Paulo is shown to care for Mike, worry about him. They have gotten into some physical fights, but always apologize and make up afterwards. During Happy Hour, an intoxicated Paulo calls Mike his best friend. It is implied Paulo may potentially have a crush on Mike as well.
When Mike's relationship with Sandy starts getting rocky, Paulo pushes Mike to communicate with her more and set boundaries. Paulo consistently expresses to Mike that Sandy should be treating Mike better, despite Mike's own objections to the notion.

In Feline Filibuster Paulo is shown to have played a big part of campaigning for Daisy on his own accord, resulting in her winning the sophomore student election. Jasmine teases Paulo for how much he cares about Daisy.
In Guest of Honor, Abbey physically assaults Paulo, and tells him to stay away from Daisy. Days after this, Daisy berates Paulo over the phone for treating Abbey so poorly, and how that has poorly affected their relationship. For months after this phone call, Paulo avoided communicating with Daisy. Daisy finds out in Love Again about Abbey's threat and his assault of Paulo, and the two break up.

The relationship starts off really casual, but Rachel ends up developing feelings for Paulo. It's not until Lucy returns to Roseville, that they end their friends with benefits situation, but remain friends.

When Paulo first meets Matt, he becomes jealous that Matt and Rachel might be more than just friends. Paulo later learns that Matt is in fact, gay, and Paulo starts treating Matt in quite a rude manner. When Rachel brings Paulo along on a beachside weekend getaway, Paulo ends up lashing out at Matt, and immediately apologizing, displaying incredible guilt. Matt and Paulo talk it out and come to terms, where Paulo hugs Matt and holds him by a campfire.
Later Paulo investigates Matt's crush, Jordan, to see if Jordan is gay. Upon learning that Jordan is not, he tells Matt, and compliments Matt on how hardy he is, being in such a touch situation. Matt ends up having a breakdown, where Paulo talks him down, both of them crying in the process.
